Eligibility for difference between my benefits and ex-husband's. we were married 18 years

When is a former spouse eligible for difference in her benefits and that of ex-husband of 18 years? How does one apply?

I was married for 20 years and i got divorce i never remarried i am 61 and 3 months old he remarried about 8 years ago i am on disability and i like to know if i apply for any benefits based on his record he is 67 and 3 months and how i can apply for the benefits thank you
