Social Security Retirement for the self-employed

My husband and I work together in a business, he is president and I am treasurer of a c-corp. He is now 62 and would like to collect retirement benefits. He is not at the business very much, I am younger and there more often. If we needed more cash flow we could shift more money to my paycheck. The Soc. Sec. office is giving him a hard time because he is considered self-employed and have given him a variety of paperwork to fillout regarding future income. Has anyone had this experience before--we paid in to the system for many years, but are unclear why they are hesitating to give him benefits.
