When to roll-over

My husband has a traditional IRA that he'd like to roll-ver to a roth. Should we wait until the start of the year when we are at a lower graduated tax for the year?

While we at NewRetirement are not allowed to give financial advice, the suggestion you make would appear to be reasonable, as rolling over the funds from your traditional IRA to a Roth IRA would entail paying taxes against the money upon rollover. As such, being in the lower tax bracket will likely be of assistance.
